TCP BBR vs CUBIC: Slashing Mobile Latency and Packet Loss on Web Servers

Why default Linux CUBIC congestion control penalizes mobile visitors on 4G/5G networks, and how BBR maintains maximum throughput.

Mobile cellular networks (4G and 5G) frequently suffer from mild packet loss due to cell tower handoffs and signal attenuation. Under Linux’s default CUBIC congestion algorithm, even a 1% packet loss causes the server to cut transmission speeds by 50%. Google’s BBR algorithm prevents this artificial throttling.

Act 1: The Mobile Penalty

Desktop visitors on fiber connections experienced a fast 80ms TTFB. However, mobile users in suburban areas suffered 800ms to 1,600ms latency on the exact same pages. Network packet captures revealed frequent TCP retransmissions and halved congestion windows.

Act 2: How TCP BBR Fixes Mobile Latency

  • CUBIC: Assumes all packet loss indicates network congestion, immediately throttling sending rate.
  • BBR (Bottleneck Bandwidth and RTT): Measures actual bandwidth and round-trip time continuously. It transmits at maximum speed without backing off unless genuine queue buffers saturate.

Act 3: Kernel Activation

Verify kernel support (Linux kernel 4.9+):

uname -r
# Output must be >= 4.9 (Debian 11/12, Ubuntu 22/24 already support BBR)

Enable BBR in /etc/sysctl.d/99-bbr.conf:

net.core.default_qdisc = fq
net.ipv4.tcp_congestion_control = bbr

Apply immediately:

sudo sysctl --system
sysctl net.ipv4.tcp_congestion_control
# Output: net.ipv4.tcp_congestion_control = bbr

The Verdict

On simulated 4G connections with 1.5% packet loss, page delivery throughput increased by 310%, cutting mobile TTFB in half.
